<br />5 <br /> <br />. <br /> <br />RECOMNENDATIONS <br /> <br />. <br /> <br />1. That SCS and USBR work together to develop an agreed-to water and salt budget <br />for the 14cElmo Salinity Control Unit, and that this be periodically updated <br />as more information becomes available. <br />2. That SCS have available a technical appendix for its reports to enable reviewers <br />to better understand methodologies and procedures used in the study. <br />3. That USDA implement a monitoring and evaluation program, coordinated with <br />USBR, in the McElmo unit as soon as posdllle. This activity should provide <br />some "before" as well as "after" information that can be used for the updating <br />of water and salt budgets and for makini:! mid<ourse corrections in the planned <br />program . <br />4. That USDA fund the start of a Plan 5 implementation program in the McElmo <br />unit in FY 84 and fully support the enactment of the USDA related provisions <br />of S. 752 and H.R. 2790 which will contribute to the execution of an orderly <br />and flexible implementation program. <br />5. That USDA expand its research acti vi ties in the McElmo unit to give full <br />consideration to what happens in the "gray soil" area. <br />6. That USDA implement an intensive information, education and demonstration <br />program simultaneously with. the installation of improved on farm systems. <br />7. That USDA implement an irrigation water management incentive practice that <br />will reward farmers for managing their improved systems in the manner in which <br />they were designed. (An alternative is a water pricine; structure that rewards <br />good management. However, this would be outside USDA's ability to implement. <br />
