There is a lack of research and field data in the area to adequately quantify <br /> <br /> <br />the unit values used in developing the "present" condition water budget. It <br /> <br /> <br />appears that the research which has been performed in the area has been on <br /> <br /> <br />the red soils (those less critical) in the northern section of the unit. <br /> <br /> <br />And, this has been performed with limited resources, including water. <br /> <br />7. Plan 5 is the appropriate plan to be tar~eted for implementation and with <br /> <br /> <br />appropriate incentives the farmers will be able to afford to implement this <br /> <br /> <br />plan. Average annual onfarm net benefits between "future without" and "future <br /> <br />with" are $21 per acre. This is ~h greater than for_ any other alternative <br /> <br /> <br />considered. SCS was constrained in the benefits they could use since USBR <br /> <br /> <br />had claimed onfarm benefits for the Delores Project that are reflected in <br /> <br />the difference between "present" and "future without" conditions. <br /> <br /> <br />8. There is an urgent need to start implementation as soon practical. Good <br /> <br /> <br />farm land is salting out, espeCially in the area south of Cortez. Implement- <br /> <br /> <br />ation of the program will reduce this loss. It does not appear that SCS <br /> <br />claimed a benefit for this item. <br /> <br />0015C8 <br />
