SCS was constrained in the benefits they could use since USBR <br /> <br /> <br />had claimed onfarm benefits for the Delores Project that are reflected in <br /> <br />the difference between "present" and "future without" conditions. <br /> <br /> <br />8. There is an urgent need to start implementation as soon practical. Good <br /> <br /> <br />farm land is salting out, espeCially in the area south of Cortez.
