WILLIAM MCDONALD, DIRECTOR <br />COLORADO WATER CONSERVATION BOARD <br /> <br />BEFORE THE <br /> <br />ENERGY AND WATER DEVELOPMENT SUBCOMMITTEES <br />COMMITTEES ON APPROPRIATIONS <br />UNITED STATES SEN~TE <br />AND <br />UNITED STATES HOUSE OF REPRESENTATIVES <br /> <br />ON <br /> <br />APPROPRIATIONS FOR COLORADO WATER PROJECTS <br /> <br />WASHINGTON, D.C. <br />March 25, 1981 <br /> <br />Mr. Chairman and Members of the Subcommittee: <br /> <br />I am J. William McDonald, Director and Secretary of the <br />Colorado Water Conservation Board. I am testifying today on <br />behalf of the Honorable Richard D. Lamm, Governor of Colorado; <br />Mr. D, Monte Pascoe, Executiv~ Director of the Colorado Department <br />of Natural Resources; and the Board itseif, which is the State <br />agency charged with the protection, conservation, and management <br />of the water resources of the State of of Colorado. <br /> <br />Summary of Request <br /> <br />With but two exceptions, the President's recommended budget <br />for the U.S. Water and Power Resouces Service adequately funds the <br />activities necessary for the timely execution and continuation of <br />reclamation programs in the State of Colorado. The items to which <br />we take exception are as follows: <br /> <br />(1) the failure to include construction funds for the <br />authorized Narrows and Animas-La Plata projects, and <br /> <br />(2) the faiiure to include funds for further planning on <br />four additional authorized projects. <br /> <br />We urge that $400,000 be included in the FY 1982 budget for <br />continuing construction on the Narrows Project, that $2.87 miliion <br />dollars be included for the initiation of construction on the <br />Animas-La Plata project, and that funds be included in the FYS2 <br />budget for continuing planning on the Savery-Pot Hook, Fruitland <br />Mesa, West Divide, and San Miguel projects. <br />
