OJ <br />We therefore request that the sum of $3,500,000 be appropriated <br />to resume cons t ruc tion on the NCl rrows pJ'oject, "pan the cone1 i t ion, <br />if such is required, that the State of Colorado contribute funds <br />annually toward such construction in the amount and manner prescribed <br />by the President's cost-sharing formula. <br /> <br />b. If this Subcon~ittee determines that the foregoing proposal <br />is not feasible, we urge consideration of an alternative. In a <br />recent letter to Colorado's Senator Hart, Secretary Andrus indicated <br />an apparent sincere desire to work with Colorado in developing the <br />state's compact allocated waters from the Colorado and Platte Rivers. <br />If this is the case, and failing in the first alternative, we are <br />willing to accept the Secretary's invitation to explore the full <br />range of alternatives as proposed in his letter. In order to explore <br />Narrows project alternatives or modifications, we urge an appropriation <br />of $250,000 for that purpose. <br /> <br />In addition to the projects covered by this statement, the <br />President's budget message made no mention of the previously authorized <br />Fruitland Mesa and Savery-Pot Hook projects in Colorado, These <br />projects are ready for construction. While we totally disagree with <br />the President's reasons for abandoning these projects, it appears <br />fruitless to pursue funding for them under the present circumstances. <br />They most certainly have not been abandoned by the State of Colorado <br />and we will pursue their construction under more favorable conditions, <br /> <br />As a conCluding statement, the State of Colorado fully endorses <br />a resolution adopted by the Upper Colorado River Con~ission on <br />March 22, 1979, urging that no appropriation or reallocation of funds <br />occur for the purpose of preparing a comprehensive environmental <br />impact statement for the entire Colorado River Basin. Despite weak <br />arguments to the contrary, the sole purpose for the preparation of <br />such a statement is to inhibit and destroy the operation of the long- <br />standing interstate compacts allocating the waters of the Colorado <br />River to the respective seven states of the Basin, <br /> <br />We in Colorado fully appreciate the opportunity you have <br />afforded us today to impose u?on your busy time in this era of a <br />continuing series of domestic and international crises, The fact <br />that Colorado and other states have had the opportunity to present <br />a case before you today should remind us all that the legislative <br />processes of our government are still the best that have yet been <br />devised.
