Recommendation that TOSV consider increasing the affordable housing <br />criteria from 60 percent to 100 percent to improve the local employee <br />housing situation. <br /> <br />. Recommendation that TOSV, Aspen, and Pitkin County direct development to, <br />and increase densities where appropriate in, existing urbanized areas to <br />preserve the natural environment and maintain the rural nature of the <br />County. <br /> <br />. <br /> <br />. Demonstration by the permittee that adequate mitigation measures are in <br />place to ensure that there will be no net increase in vehicle miles <br />traveled- (VMT) in the Aspen/Pitkin County nonattainment area from actions <br />authorized by this Decision. The permittee must also demonstrate that <br />adequate measures are in place to ensure that TOSV's traffic volume cap <br />will not be exceeded. Final authorization to "operate" any MOP components <br />that will increase area capacity will be contingent upon such <br />demonstrations. This will include either implementation of mitigation <br />identified by the Forest Service as being adequate or written and executed <br />agreements with agencies with jurisdiction that establish equivalent <br />measures. <br /> <br />In the short term, the most practical manner to achieving this <br />demonstration appears to be the phasing of additional transit service as <br />needed. Additional buses will be required to maintain the current <br />automobile-transit mode split. In the longer term, other measures to <br />achieve VMT reduction are disclosed in the FEIS Mitigation and Monitoring <br />Plan. <br /> <br />. Recommendation for an expeditious upgrade of the Owl Creek Road to <br />collector standards and its utilization as a dedicated HOV/bus route. <br />This route should later be upgraded to some type of fixed guideway, <br />assuming the feasibility and practicability of such a system is confirmed. <br />Initial analysis results indicate that the fixed guideway system must be <br />extended into downtown Aspen before substantial reductions in VMT in the <br />nonattainment area will be realized. <br /> <br />. Recommendation for the development of a fixed-guideway transit system <br />from downtown Aspen to the airport/Tiehack vicinity. <br /> <br />. Recommendation for the expeditious development of an intercept parking lot <br />at the Brush Creek Road/Highway 82 intersection and the addition of the <br />HOV lanes between Brush Creek Road and Aspen. <br /> <br />. Recommendation that free skier shuttle service be extended to downvalley <br />population centers, or that other incentives be utilized to encourage <br />downvalley day-skier transit ridership. <br /> <br />. Recommendation for implementation of electronic signage and a local radio <br />channel to advise' day skiers of parking and roadway restrictions and <br />conditions, parking lot status, and other information to advert needless <br />congestion and high traffic problems. <br /> <br />Summary . 9 <br />
