Requirements that vegetation clearing for new ski lifts, trails and <br />facilities be screened from critical viewpoints, if possible, or blended <br />with natural surroundings. <br /> <br />. Minimization of ground-disturbing activities and revegetation of disturbed <br />areas as quickly as possible. <br /> <br />. Specifications for use of non-reflecting materials for exterior surfaces <br />on new facilities and requiring use of earth tone colors and natural <br />construction materials that minimize unnatural contrasts. <br /> <br />. Requirements that lighting schemes, fixtures and glazing technology <br />minimize light transmission and nighttime lighting constraints. <br /> <br />4. Wilderness <br /> <br />. An area closure on the wilderness boundary to prevent development of any <br />new access points into the West Willow or main willow Creek drainages. <br /> <br />. A 50-foot no-impact buffer on the non-wilderness side of the wilderness <br />boundary (with the exception of viewing platforms and boardwalks). <br />Location of all summit facilities so that they cannot be seen from <br />wilderness viewpoints. <br /> <br />. An environmental education interpretive center to inform guests about <br />wilderness values, the fragility of the alpine environments, and <br />sensitivity of wildlife to human disturbance. <br /> <br />5. Alpine Skiing <br /> <br />. Appropriate wind monitoring and data evaluation before final approval of <br />any new lift top terminal location in the Burnt Mountain, High Alpine, <br />Sheer Bliss or Cirque areas. ' <br /> <br />. Monitoring of skiing conditions and the quality of the skiing experience <br />after each increment of program implementation to ascertain whether <br />predicted effects are accurate and whether additional development should <br />occur as planned, or whether adjustments are needed. For example, skier <br />densities and snow conditions in the Hanging Valley area will be monitored <br />to determine the effects of the Alpine Springs lift upgrade; perhaps a new <br />lift that directly serves the Hanging Valley will not be needed. <br /> <br />6. Non-Alpine Skiing Recreation <br /> <br />. Design of a nordic trail network in the mid to upper BUrnt Mountain area <br />to compensate for the loss of novice and intermediate terrain in East <br />Village. <br /> <br />Reductions of <br />hikers/horseback <br />system design. <br /> <br />. Financing by the permittee of the costs of additional Forest Service and <br />ASC seasonal personnel needed to manage winter and summer recreational <br />programs and to monitor compliance with required resource mitigation. <br /> <br />potential conflicts between mountain bikers and <br />riders through public information efforts and trail <br /> <br />. <br /> <br />SummalY . 8 <br />
