<br />As needs and missions change, the functions of the facility will be easily adjustable to <br />changing priorities. The basic design of the facility will allow highly adaptable operations <br />to accommodate program changes. <br /> <br />Selected Site <br /> <br />The preliminary design is specific to the Chiles Farms property which is situated on 760 <br />acres in the San Luis Valley, approximately two miles west of Alamosa in S '12 of Section <br />I, the NW Ill, N '12 SE '/.i, SE '/.i SE Ill, and NE III of Section 12 all in T.37N., R.lOE., New <br />Mexico Principal Meridian. <br /> <br />A location map of the facility is shown on Figure 3-1. This site has more than adequate <br />acreage for construction and can provide both warm and cool well water. Hatchery <br />effluent could be used on the property to create and maintain a large area of wetlands. <br />Until quite recently, the property was used for farming and commercial tilapia production. <br /> <br />In 1996, CDOW commissioned two appraisals for the selected site; one for the land, <br />existing structures, and surface water rights by Darwin Asper and the other for the wells <br />in the confined aquifer by Duane Helton. The combined results of the two appraisals, <br />adjusted for an apparent overlap in the values of existing structures, resulted in an <br />estimated value for the entire property of $1 ,048,050. <br /> <br />In September of 1997, the CDOW signed an option contract with Floyd Chiles for <br />acquisition of the property at a price of $1.10 million. CDOW exercised their option on <br />March I, 1998 and closing is anticipated between June 20 and June 30,1998. <br /> <br />Proiect Stae:ine: <br /> <br />The proposed facility will be designed and constructed in two phases. Phase I is the initial <br />increment, the final configuration of which is yet to be determined, and Phase II will <br />result in the completion of all rearing and support facilities. Should funds become <br />available in amounts less than what is required to complete Phase II, individual <br />components can be constructed based upon perceived priorities at that time. This <br />summary report focuses on the proposed Phase I facilities, which would be funded, in <br />part, with a grant from the CWCB Construction Fund. <br /> <br />Preliminary Desie:n Lavout <br /> <br />The design concept for Phase I is currently being reviewed by the staffs of the CDOW <br />and the CWCB and by FishPro. It is anticipated that there will be some changes in the <br />design, which was proposed in the 1996 report. <br /> <br />The Phase I design, as proposed in the 1996 report, included the following components as <br />shown in the site plan on Figure 3-2. <br /> <br />3-2 <br />
