<br />ding for water projects, it could lose
<br />the district's water rights.

<br />rights and the district's ability to
<br />fund water projects.
<br />"If we don't use it (water). we're
<br />going to lose it... said Harold
<br />Shaeffer. vice president of the West
<br />Divide.
<br />"If we can't build a project, how
<br />are we going to defend the water
<br />rights?" Shaeffer questioned.
<br />"Colorado has essentially written off
<br />water projects on the Western
<br />
<br />Slope."
<br />The West Divide has conditional
<br />water rights (decrees) that muSt be
<br />renewed every (our years by proving
<br />to the Colorado Water Conservation
<br />Board a "diligent" effort is being
<br />made to use the water.
<br />The meeting came as a result of
<br />reviewing a study that began in 1985
<br />to develop and evaluate alternative
<br />water storage and delivery systems
<br />along the West Divide.

<br />The study area being considered
<br />for possible water projects is the
<br />arco south of the Colorado River
<br />between New CasUe and Parachute
<br />(including Rifle and SilO, and
<br />bounded to the west and south by the
<br />White River National Forest and the
<br />Grand Mesa National Forest.
<br />The $100,000 study by the Hydro-
<br />Triad, Ltd.. known as the Refor-
<br />mation of the West Divide Project,
<br />was funded by the three
<br />
<br />organizations.
<br />The study was completed in July
<br />~ and a report released this month.
<br />"The report tells us we have a
<br />problem," Russell GPOrge, attorney
<br />(or West Divide said. "If we build a
<br />reservoir, who's going to use the
<br />water and who's going to pay for it?"
<br />In the report, eight pos$ible sites
<br />were evaluated, with cost estimates
<br />(or the projects ranging from $11 .4
<br />million to $53.4 million.
