He recalls that he was the one who first heard <br />this but he could not remember where he heard it. He and Doug <br />Strawn, the engineer for the Left Hand Company, went to Fort Morgan <br />and dealt directly with Jesse Snodgrass, the president of Bijou <br />Irrigation Company, Snodgrass told Dodd that they were consider- <br />ing selling and set up a later meeting with the full board of <br />directors. At that later Bijou board meeting the Bijou board set <br />a price on the water to the Left Hand group which was secured by <br />an option, He stated that John L, Samples was always present at <br />all of their meetings, as we~e the secretary of the Bijou Irriga- <br />tion Company and its attorney, George Epperson. Dodd stated that <br />they had no direct dealings of any kind with or through John L. <br />Samples. <br />He also said that Tom Platt, the water commissioner for Water <br />District No, 8, never went to any of the meetings and never had <br />anything to do with this transaction. Dodd did mention that he <br />thought Tom Platt was involved in the transaetion where the Bijou <br />sold C-BT water to the City of Boulder. <br />We then interviewed Mr. John Hough, an attorney, in his office <br />at 525 Fourth Street, Longmont, Colorado. Hough has been the <br />attorney for the Left Hand district since its inception. He re- <br />called the financial transactions which were described by Mr. <br />Dodd and shown by the financial records of the Left Hand district, <br />Hough stated that he never attended any of the meetings with the <br />Bijou group and does not know at first hand what SOl't of negotia- <br />tions took place.
