Samples had it figured on the basis of an out- <br /> <br />right purchase of water rights, rather than a yearly lease of the <br /> <br />, <br /> <br />water produced by the rights. Osborne recalled that Samples had <br /> <br />, <br />said that it would require between $3,500 and $5,000 to purchase <br /> <br />the necessary rights. <br /> <br />Osborne believes that it was John Samples' duty as water com- <br /> <br />missioner to tell the city council how it could protect itself <br /> <br />and still continue to use its well. He believes that Samples <br /> <br />"mistake" probably was that he had acted as a middle-man on many <br /> <br />water transactions and that he would have acted as a middle-man <br /> <br />on the Fort Morgan city council purchase if the council had pur- <br /> <br />chased. <br /> <br />OSborne stated that "the inflection of voices can make a lot <br /> <br />of difference." He believes that John Samples probably "got a <br /> <br />little carried away with himself and told the council that they <br /> <br />had better protect themselves" in a very emphatic way. All but <br /> <br />one city council member is bitter against John Samples over the <br /> <br />Narrows Dam and for that reason Samples "had a hostile audience <br /> <br />in the first place." Because of the inflection of his voice and <br /> <br />the emphatic way in which he stated his point, the council might <br /> <br />have gotten the impreSSion, because they were hostile to begin <br /> <br />with, that Samples was threatening them. <br /> <br />. <br /> <br />Osborne said that after the attempt was made to shut down the <br /> <br />. <br /> <br />golf course well, Bill Mattern came to Fort Morgan and another <br /> <br />meeting was held.
