That if major reservoir storage was to be constructed <br /> <br />on the Lower South Platte River in the foreseeable future, it would <br /> <br />have to be constructed under reclamation law at the Narrows site. <br /> <br />Following the adoption of these conclusions, the Board then <br /> <br />recommended that the State of Colorado transmit its official comments <br /> <br />to the Secretary of the Interior requesting that construction be <br /> <br /> <br />initiated as speedily as possible on the project, with the dam to be <br /> <br /> <br />constructed at the Narrows site in accordance with the plans developed <br /> <br /> <br />by the Bureau of Reclamation. This recommendation by the Colorado <br /> <br /> <br />Water Conservation Board has been carried out. I wish to re-emphasize <br /> <br /> <br />at this hearing that it was then, and now is, the firm position of the <br /> <br />State of Colorado that it concurs with the feasibility report on the <br /> <br />Narrows unit which has been recently submitted to the congress by the <br /> <br />Department of Interior. <br /> <br />In a reversal of earlier positions, the Board of county <br /> <br /> <br />Commissioners of Morgan county, the Fort Morgan city Council, and <br /> <br /> <br />Fort Morgan Chamber of Commerce have all expressed their support for <br /> <br /> <br />the project as now planned. While some limited local opposition may <br /> <br /> <br />still exist, I believe that it is limited to less than one percent of <br /> <br /> <br />the total population of the South Platte Valley. <br /> <br /> <br />The Narrows Project is truly a multi-purpose project.
