This fact <br /> <br /> <br />constitutes the only major difference between the authorizing legis- <br /> <br /> <br />lation of 1946 and the legislation now being considered by the com- <br /> <br /> <br />mittee. <br /> <br />In my statement to the committee during the course of the <br /> <br />field hearings held at Fort Morgan, Colorado, on November 25, 1968, <br /> <br /> <br />I emphasized another important feature of the project concerning <br /> <br /> <br />water-oriented recreation. I wish to repeat and reemphasiz~ that <br /> <br /> <br />part of my statement dealing with this subject. <br /> <br /> <br />Since the reservoir would be situated in the heart of our <br /> <br /> <br />population center, it can be expected to attract the greatest recre- <br /> <br />tional usage of any body of water in eastern Colorado. The responsi- <br /> <br /> <br />ble federal agencies have projected that with completion of the <br /> <br /> <br />project facilities the annual visitor day use will slightly exceed <br /> <br /> <br />one million. Based upon our experience of recent years, this figure <br /> <br /> <br />is most conservative. In some cases on recently completed water <br /> <br />projects in the Rocky Mountain area, the visitor use of the project <br /> <br />facilities during the short holiday periods is exceeding the esti- <br />mated use for an entire year. <br /> <br />In my previous testimony I also emphasized that the pro- <br /> <br /> <br />posed reservoir would provide a fishery of major importance. In <br /> <br /> <br />order to adequately stock this fishery it will be necessary to <br /> <br /> <br />construct a hatchery and rearing unit immediately downstream from <br /> <br />-11- <br /> <br />- <br />
