The present channel of the creek <br /> <br /> <br />actually enters the South Platte River below the proposed reservoir <br /> <br /> <br />site. However, the original plans did not contemplate a flood dis- <br /> <br /> <br />charge of such magnitude as occurred in 1965. <br /> <br /> <br />Following the 1965 floods, the Corps of Engineers was <br /> <br /> <br />requested to give the Bijou Basin a high and urgent priority for <br /> <br /> <br />flood control planning. The Bijou portion of the 1965 floods alone <br /> <br /> <br />accounted for the loss of two human lives and damage to property in <br /> <br /> <br />excess of $45 million. The Corps of Engineers has now completed its <br /> <br /> <br />feasibility report on the control of floods originating in the Bijou <br /> <br /> <br />Creek Basin and is recommending the construction of upstream struc- <br /> <br /> <br />tures. <br /> <br />The plan recommended by the Corps would provide a high <br /> <br /> <br />degree of flood control protection for the upstream as well as the <br /> <br /> <br />downstream areas. If the recommended structures had been in place in <br /> <br /> <br />1965, damages from the Bijou flood would have been negligible. The <br /> <br /> <br />proposed plan would give almost complete protection to the communi- <br /> <br /> <br />ties of Byers, Deer Trail and Agate and would protect the major <br /> <br /> <br />highways in the Bijou Creek Basin. The plan is far more desirable <br /> <br /> <br />than the original proposal to channel Bijou Creek into the Narrows <br /> <br /> <br />Reservoir, since the channel proposal would provide no protection for <br /> <br />the upstream areas.
