<br />Meeting Summaries <br /> <br />Environmental Team <br /> <br />Meeting <br /> <br />On June 15, 1989, at Northern <br />Arizona State University, Flagstaff, <br />Arizona, approximately 40 people <br />pal.ticipated in the GOES <br />Environmental Technical 'feam <br />meeting. Topics covel'ed at the <br />meeting included: the role that the <br />Senior Scientist will play, <br />endangered fish trip review, status <br />of Section 7 Biological Opinion <br />work, upcoming GCES research <br />trips, the development of the <br />Integrated Research Plan, <br />implementation of the fiscal year <br />1989 studies, and the proposed <br />October 1989 low flow studies. <br /> <br />Dennis Kubly, Arizona Game & <br />Fish, led a thorough discussion of <br />the results of the May endangered <br />fish trip. Over 1,800 Hunlpback <br />Chubs were caught and many fitted <br />with intel'l1al Passive Integrated <br />Transponder tags. These tags <br />ShOll ld last ten years and provide <br />considerable data. <br /> <br />The seven conservation measures <br />for the Biological Opinion were <br />discussed. Ourrently, study plans <br />are in the process of being developed <br />by Reclamation, Arizona Game & <br />Fish, National Park Service, the <br />Navajo Nation, and the Fish and <br />Wildlife Service. <br /> <br />The development of the Integrated <br />Research Plan was discussed and <br />Dr. Patten outlined his thoughts on <br />the integration of the technical <br />work to be done with the other <br />components of GeES. <br /> <br />Economic Team Meeting <br /> <br />On June 16, 1989, at Arizona State <br />Univel"sity, the Economic Technical <br />Team met. Michael Roluti, Team <br />Leader, identified for the 30 <br />participants the status of the power <br />modeling studies and the process <br />that the modeling group is using to <br />develop the prototype economic <br />models. Additional discussion <br />centered on the integration of the <br />economic studies into an overall <br />GeES Integrated Research Plan. <br /> <br />Rich Bishop, (HBRS), and others <br />discussed the need to develop a <br />non.economic power group which <br />would address recreation and <br />economic issues. Bishop agreed to <br />take the lead to develop a meeting <br />for this group to explore the options <br />available for study. A decision was <br />also made to follow the <br />recommendations of the Water <br />. Resource Oowlcil's Principles and <br />Guidelines. <br /> <br />Dr. Patten again explained his <br />ideas on the integration of the <br />technical studies. The impact of the <br />October low flow tests was <br />estimated to cost approximately <br />$93,000 for the four days. It was <br />recommended that a follow-up <br />study be completed to determine the <br />actual costs incurred. <br /> <br />Executive Review <br />Committee (ERC) and <br /> <br />Researchers <br /> <br />The ERO meeting was originally <br />intended as an opportunity for the <br />technical teams and the ERO to <br />meet and discuss the technical <br />issues and concerns raised dUl;ng <br />the fiscal year 1989 program <br />development. However, a turnout of <br />over 50 people Pl"ecluded any <br />thorough discussion on the <br />technical issues. Instead, the <br />discussion centered on the <br />interpretation of directives and the <br />intent to comply with proper form <br />and function. <br /> <br />The discussions ranged from the <br />intent to comply with the NEPA <br />process to why the GeES were <br />being carried out at all. The meeting <br />did provide an opportunity for <br />identification of many of the <br />concerns of the scientists and the <br />ERO. <br /> <br />Detailed summaries of the three <br />meetings are available upon <br />request from the GeES Flagstaff <br />office. <br /> <br />GCES/Glen Canyon Dam <br />Biological OpiniO!1 <br /> <br />The technical work groups involved <br />in the development of the <br />conservation measures for the Glen <br />Oanyon Dam Biological Opinion <br /> <br />have been working to develop the <br />specific study plans necessary to <br />implement the measures. On July <br />27 & 28, 1989, in Flagstaff, Arizona, <br />representatives from the Bureau of <br />Reclamation, (both Upper and <br />Lower Regions), National Park <br />Service, Arizona Game & Fish, the <br />Navajo Nation, Fish & Wildlife <br />Service, and the GCES staff met to <br />discuss the comments received on <br />the initial draft of the conservation <br />measure study plans. <br /> <br />The written and verbal comments <br />have been consolidated into a <br />second draft of the study plans and <br />have been sent out for review. The <br />conservation work gJ.'oup will meet <br />in Flagstaff on August 17 & 18, <br />1989, to review the second draft. <br />Upon completion of that effort, it is <br />anticipated that the Oonservation <br />Measures and Study Plans will be <br />formally submitted to the Fish & <br />Wildlife Service for action, and <br />programming of funds for fiscal <br />year 1990. <br /> <br />Upcoming Research <br />Trips -1989 <br /> <br />.
