What we have to do is to deliver what <br />water there is in the river at the points of delivery <br />specified in the treaty. <br /> <br />SENATOR MURDOCK. Regardless of quality? <br /> <br />MR. ACHESON. From any and all sources, whatever its <br />origin, and for all purposes. <br /> <br />SENATOR MURDOCK. Is there any reason why, as repre- <br />senting the State Department, you object to the words <br />"regardless of quality", if the treaty means that, and <br />it means that they must take any water that is in the <br />river at the point of delivery, regardless of quality? <br />Is there any reason that you would object to saying that <br />by way of reservations? <br /> <br />MR. ACHESON. There is, in my opinion, every objec- <br />tion to trying to add to the plain words of the treaty <br />additional words and phrases which are wholly unnecessary <br />and the purpose of which would be solely to try to cause <br />trouble. There is no sense in doing that. The document <br />is clear beyond any peradventure of a doubt. <br /> <br />SENATOR MURDOCK. If I may make this comment, I have <br />read the statement, Mr. secretary, of a very prominent <br />witness at this hearing who has been dealing with the <br />Colorado River for 35 years, and who evidently thinks, <br />according to his statement, that the plain interpretation <br />of the treaty is that the 1,500,000 acre-feet that we <br />deliver is to be usable water. I call that to your atten- <br />tion, and I called it to your attention originally for the <br /> <br />-43- <br />
