Now, driving to the point of salin- <br />ity, the testimony shows that when the Colorado has become <br />an equated stream the upper States will be using and re- <br />using water and that that by the nature of such usage will <br />make return flow. The testimony shows that in Colorado, <br />for example, we will have more land when the stream is <br />fully equated, subject to irrigation, than we will be <br />able to irrigate, because we will not have enough water, <br />and, therefore, to bring the maximum amount of land under <br />irrigation we shall have to make some use of return flow. <br />The testimony has shown that as you increase the use of <br />the return flow you increase the salinity of the water. <br />Is there anything in the compact that prevents our passing <br />to Utah whatever salinity there may be in the water as a <br />result of that consumptive use? <br /> <br />MR. ACHESON. Not to my knowledge, Senator. <br /> <br />SENATOR MILLIKIN. Utah, in turn, will take that water <br />that we send across her borders and for the same reasons <br />she will make the same use of return flow and thus increase <br />the water's salinity. Is not that reasonable? <br /> <br />MR. ACHESON. Yes. <br /> <br />SENATOR MILLKIN. That water, with its increased salin- <br />ity through the use and reuse of return flow, will find its <br />way into Lake Mead where it will be as saline as it was <br />when it entered Mead Lake, and it will leave Mead Lake in <br />the same saline condition, and from there it will pass to <br />Nevada and to Arizona and to California, where it will <br />again be used and reused. I am speaking of return flow. <br />Thus the water finally gets to the Mexican border. Is <br />there anything in the compact that puts a ceiling as be- <br />tween the States on the salinity of the water? <br /> <br />MR. ACHESON. Not to my knowledge. <br /> <br />SENATOR MILLIKIN. Do you know of any international <br />principle that should Keep us from giving Mexico the water <br />with the salinity that it may have as it has normally <br />developed under our own consumptive use? <br /> <br />MR.
