2.2.2 Historical Population Growth and Land Uses - From 1870 to 1970, the Douglas
County population increased from 1,388 people to 8,407 people. By 1980, the population
had grown to 25,153 people and by 1990; Douglas County population had grown to 60,391.
The year 2000 population of 176,733 reflects the high growth rates experienced in the last
decade.

As of year 2000, the population of the two major incorporated municipalities of the Town of
Castle Rock and Parker were 20,224 and 23,558 respectively. Over 130,000 people lived in
unincorporated county areas. The water needs of the unincorporated areas and the Town of
Parker are served by special districts.

In addition to the rapid growth in residential and commercial real estate, Douglas County
has seen a 327% increase in jobs since 1990 and a 1,147% increase in jobs since 1980. Over
50% of the 56,655 jobs are in the retail and services industries.

2.2.3 Future Population Projections - The Demographic Section, Colorado Division of
Local Government projects that the State of Colorado's population will increase from a year
2000 estimate of 4,301,261 to a state projection of 6.495,766 by year 2025. The Denver
metropolitan area's population is estimated to increase from 2,427,932 to 3,409,478 over
that same period.

The Douglas County Planning Department has prepared population projections based on the
State Demographer's projections as shown in Table 2.1 through the year 2025. (Reference
2.2) The population projections for the three districts in Arapahoe County (ACWW A,
ECCV, and Inverness) are added to provide the total service population in Douglas County
and the portion of Arapahoe County included in this study. Projections beyond 2020 are
from Figure 2.2 below.
Table 2.1 provides the population projections for all of Douglas County and the Arapahoe
County water provider participants. The population in Table 2.1 is adjusted in Table 2.2 to
