<br />The Southeastern Colorado Water Conservancy
<br />Di:3trict wos created by the District Court in Pueblo,
<br />Colorado, on the 29th day of April. , 958, following
<br />the circulation of petitions throughout the nine coun-
<br />ties which stood to derive benefits from the Fryingpan-
<br />Arkansas proiecf.
<br />
<br />This brochure, ond others in the series, ore in-
<br />tended to help identify the absolute importance of
<br />water in the Arkansas Valley of Colorado. It 0150 entitled
<br />"The future of ,he Arkansas Valley is its water", and
<br />certainly no statement can better identify the fact
<br />that the one single item which predicates the future
<br />of this area is ifs use of waler. Areas which hove
<br />water con pion for unlimited growth and prosperify.
<br />Others, which hove water in limited quantity, but use
<br />it and prolect it wisely, con have lim.l~ed growth and
<br />prosperity. Those areas which do not plan for future
<br />de.....elopment and use of this precious cornmodity,
<br />hove already established the point and time beyond
<br />which they cannot grow and prosper.
<br />
<br />The Fryingpan-Arkansos water project began as
<br />a dream many years ago, when a few visonary men
<br />and women recdized the seriousness of water. 1hey
<br />set about studying the wafer laws of Colorado: the
<br />amounts of wafer to whic.h 1he citizens of this state
<br />were legally entitled, but which they were not using;
<br />the engineering involved in making this water avail-
<br />able to the citizens of Colorado; and the procedures
<br />to be followed in making their dreams 0 reality.
<br />They sifted reoms of information, held countless
<br />in-state and out-af-state meetings, and finally deter-
<br />mined the Fryingpon proiect was the best way to get
<br />Colorado and Arkansas river woter for the present
<br />and future citizens of the semi-arid Arkansas Volley.
<br />
<br />On August 16, 1962, President John F. Kennedy
<br />signed the bill passed earlier by the Congress of The
<br />Uniled States creating the Fryingpan-Arkansos proj-
<br />ect. The Southeastern Colorado Water Conservancy
<br />District became the legal agency responsible for
<br />the repayment of the reimburseoble portion of this
<br />multi-million dollar multi-purpose project. The in-
<br />formation contained in this, and other brochures,
<br />explain the critical role being performed by the
<br />District and the serious responsibilities which have
<br />been imposed upon the fifteen men VIIho serve as
<br />dire<:.\o\"'5 lor this agency.

<br />Explanatory Recitals
<br />
<br />(0) The United States, acting through rhe Sec-
<br />retory of the Interior, proposes to construct fhe Fry-
<br />ingpan-Arkansos Pro;ect as authorized by the Act of
<br />COflgress approved August 16, 1962 (76 Stat. 389)
<br />for the purpose of supplying water for irrigation,
<br />muniCipal, dornesfic, and industrial uses, generating
<br />and lransmiUing hydroelectric power and energy,
<br />controlling floods, and for other useful and beneficial
<br />purposes.
<br />
<br />(c) The limit of expenditures for the construction
<br />of project works as fixed in said authorizing act is
<br />$170,000,000 subject, however, to the ordinary
<br />fluctuations in construction cost indicated by ap-
<br />plicable engineering c051 indexes, and plus expendi-
<br />tures of any sums that may be appropriated for the
<br />operation and mainfenance of the project and for
<br />future costs incurred under Section 4 of the Act of
<br />August 16, 1962 (supm.).

<br />(d) The reimbursable construc1ion cosls of lhe
<br />authorized proiect works., being those allocable to
<br />municipal and industrial uses, irrigation uses and for
<br />the. produc~ion ~nd transmission of electric energy os
<br />esllmated In SOld House Document 187, Eighty-third
<br />Congress, modified as proposed in House Documen1
<br />353, 86th Congress, 2nd Session, and revised as set
<br />out in the document en1itled "Payout Study-Frying-
<br />pan-Arkonsas Project-Colorado (Bosed on 3.046 per
<br />cent interest)" bearing dote of 10-9-63, are estimated
