<br />N <br />W <br />00 <br />C"Jl <br /> <br />The State of New Mexico, relying on the EPA-approved Colorado <br />River salinity standards and plan of implementation, sought a <br />condition in the NPDES permit for the Four Corners Power Plant <br />requiring the elimination of the discharge of fly ash sluicing <br />water to the San Juan River by 1981. With th~ plant operating, <br />as it has in recent years, at a load factor of 0.60, this con- <br />dition will result in a reduction of about 7500 tons per year <br />in salt discharge to the Colorado River system. <br /> <br />All States have formally adopted the Forum report as the <br />standard for each State, and theState~adopted standards have <br />been approved by EPA. The individual States, where they have <br />the authority,' will follow the "Policy for Implementation of <br />the Colorado River Salinity Standards through the NPDES Permit <br />Program" adopted by the Forum on February 28, 1977, in the <br />issuance of effluent discharge permits. For those States not <br />administering the NPDES program (Section 402 of P.L. 92-500), <br />the issuance of permits by EPA (see letter from J. A. Green <br />to D. Paff, June 30, 1977) will also follow the Forum policy. <br /> <br />The States have completed basin plans as part of the <br />continuing planning process as required by Section 303 (e) of <br />P.L. 92-500 and have given some attention to the need for <br />salinity control. Areawide planning under Section 208 is <br />continuing, and is including consideration of salinity in <br />the waste management plans. Statewide planning has been <br />initiated and is expected to take a closer look at salinity <br />management. <br /> <br />A meeting was held on May 3, 1977, between the Forum <br />Work Group and representatives of the areawide 208 planning <br />agencies to coordinate the efforts of the Forum and the 208 <br />agencies and to insure consistency between the 208 areas and <br />the 208 plans with the Forum policy and objectives.
