ability to supply Loveland with water to meet the
design drought event.

7. Prepare and present a draft Phase II Report to the City
of Loveland, state of Colorado, affected land owners
and the public at large in an effort to explain the
methods used and the conclusions and recommendations
reached and solicit comments, and input on the draft
report's findings.

8. Prepare and present a final Phase II Report to the
City, state and public.

9. Develop and provide to the City a computer model
capable of operating on the city's personal computers
and allowing city staff to evaluate the amount of water
available to the city from each of its water sources
during each of the four drought events for each of the
six growth scenarios for water management purposes.
