AUqust 28. 1986 in the
City Council Chambers (upstairs), 410 East 5th street, Loveland,
at 7:00 p.m.

The Phase I - Drought Study has been approved in draft form and
will be available in final form at this meeting. The city
Council will consider adoption of the final Phase I - Drought
study at the regular meeting of september 2, 1986.

The Water Board and Water Department, on behalf of the Loveland
City Council wish to openly discuss the purpose, objectives and
methodology proposed to be done in Phase II - Evaluation of
Alternatives.

Phase II is based upon the recommendation of the city's
conSUlting engineers to design our water supply system for a 100-
year drought event and at 3.5%/year increase in water demand up
to the year 2015, and will address the following:

1. Evaluate the City's exposure to not meeting water
demands if the Colorado Big Thompson system experiences
a failure (e.g. canal wash-out, mudslide, vandalism,
flash flood destroys siphon over u.s. 34, etc.).

2. Determine how much additional: water storage capacity,
water rights, ditch company shares, C-BT Project water,
Windy Gap Project water, water conservation measures or
a combination of such alternatives would need to be
acquired, in addition to that anticipated to be
acquired as a result of normal growth, to protect
Loveland from a laO-year drought event at the year 2015
using a 3.5%/year growth rate.

446 North Garfield.
