Partial funding to conduct
this study was obtained from the evCB. COM has been assisted in this work
, particularly in the area of water rights issues, by the firm of Jehn and
Vood (JV).

1.1.1 Phase I - Drought Study

The purpose of the Phase I effort is to answer the following questions:

1. Vhat water demands can be expected as a result of population
growth in each of the design years?

2. Vhat supply of water can be expected from the City's existing
water sources for certain drought events under specific design
years (e.g. 1985, 2000 and 2015)?

3. Vhat deficits (i.e., shortage of water due to demand exceeding
supply) might occur for given drought events during the design
years of 1985, 2000 and 2015?

4. Vhat level of drought protection should the City plan/design for
in the future?

If the answers to these questions indicate that drought protection measures

are necessary, then identification of the best drought mitigation

alternative will be addressed in Phases II and III of the study.

1.1.2 Phase II - Evaluation of Alternatives

The second phase of the study will assess, in detail, applicable

alternatives with respect to economics, social and environmental impact,

political constraints, and design/construction constraints. It should be

noted that the principal constraint that will affect each alternative is

the quantity of water required. The extent and scope of Phase II will be

1-2
