I
I
I
I
I
I
I
I
I

I
I
I
I
I
I
I
I
I
I

n~~~3J
lJU_

o The projected demand in the year 2015 moderate growth scenario for a
100-year drought can be met by increasing total storage capacity to
11,000 ac-ft.

o It is possible to eliminate deficits for the 2015 moderate scenario
without increasing total storage capacity by acquiring additional
CBT, Vindy Gap, and ditch company and/or direct-flow ownership.

RECOMMENDATIONS

A basic assumption underlying this study is that the use of CBT facilities
(e.g., Adams Tunnel. Dille Tunnel and Charles Hansen Feeder Canal) to
transport water to the City's Green Ridge Glade storage facility will allow
diversions of ditch water owned by the City on an as-needed basis. If
transmission capacity limitations restrict the ability of the City to
divert this City-owned ditch water during the June through October period
when this water is available then the ability of the City to meet demands
may be impaired.

COM recommends that the City provide drought protection for the 100-year

drought recurrence interval. This recommendation may be revised if the

evaluations to be completed in Phase II concerning cost-effectiveness and

social/environmental impacts of the various drought mitigation alternatives

indicate that such revision is appropriate.

CDM therefore recommends that the Phase II study include the following:

1. An assessment of the potential impacts on the yield analyses
conducted in Phase I of limitations in transmission capacity of CBT
conveyance facilities during periods of high demand and/or severe
droughts.

2. Evaluation of the operational benefits that may be realized from
construction of additional storage capacity.

3. Consideration of increasing the total storage capacity at Green
Ridge Glade to a minimum of 2,000 ac-ft in order to provide a
reserve against temporary disruption of CBT conveyance facilities;
this amount should enable the City to meet its base demand (i.e.,
winter rate of 1,063 ac-ft per month) for a two month period.

v
