Estimated costs are <br />$15,000. <br /> <br />Provide an estimate of the value and types of busi- <br />nesses that could be supported by resources avail- <br />able within the transmission pipeline (carbon diox- <br />ide, heat, saltwater). This task would include the <br />production and testing of microalgae to evaluate <br />their capablity of supporting a shellfish indust~. <br />This task would require 80 man-days over a 16-week <br />period and would cost $50,680 pIus the cost of ana- <br />lytical chemistry support. <br /> <br />It is not clear from IBR's letter whether this near-term development <br /> <br />pIan is to be conducted prior to phase I or if it is part of that phase. <br /> <br />Reclamation assumes it is part of phase I. The total time required to <br />complete the five tasks is not identified. Reclamation assumes that some <br /> <br />of the tasks would be accomplished simultaneously. The total cost would <br /> <br /> <br />be $190,100. IBR has requested that funding for the near-term develop- <br /> <br />ment plan be made available in May 1986. Completion of the near-term de- <br />velopment could alleviate Reclamation's concerns regarding growth, pro- <br />ducti vi ty, marketability, and beneficial use of emergent plants, as well <br /> <br />as their tolerance for saline water, but other issues of concern to Rec- <br /> <br />lamation would remain unresolved. <br /> <br />Conclusions and Recommendations <br /> <br />The proposed development appears to offer a means of beneficially <br />using the Glenwood Springs saline flows. However, several items of con- <br /> <br />cern must be resolved before Reclamation can support the initiation of <br /> <br />phase I. <br /> <br />1. Phase I could not be implemented as quickly as re- <br />quested by IBR. Approximately 6 months to one year <br />would be required to complete agreements and con- <br />tracts with the Federal government. <br /> <br />2. Prior to initiation of Phase I, the State of Colo- <br />rado must indicate reasonable assurance that a water <br />right would be granted. <br /> <br />6 <br />
