The time requirement for <br /> <br /> <br />this phase would be 1.5 years to bring the facilities to full operation, <br /> <br /> <br />and the cost is estimated at $135,000,000. <br /> <br />Cost effectiveness of the proposed plan, based on 1985 construction <br />costs, is estimated at $57 per ton. Salt reduction to the Colorado River <br />would be about 310,000 tons per year, based on removal of the enti re flow <br /> <br />of Glenwood Springs saline water of 16.9 cfs (12,200 acre-feet per year). <br />Since presentation of the four-phase development plan in January <br />1986, IBR has provided additional information on work necessary to fur- <br />ther develop the STEP process. In a March 4, 1986, letter to the Univer- <br />sity of Arizona Environmental Research Laboratory, IBR identified an <br /> <br />aquaculture development as an example of a potential beneficial use for <br /> <br /> <br />the Glenwood Springs saline water. The letter further identified a near- <br /> <br />term development plan consisting of five tasks necessary to help minimize <br /> <br />technical risk, verify compatibility of the available resources with po- <br /> <br />tential beneficial uses, and provide a sound basis for continuation. The <br /> <br />five tasks included in the near-term development plan are: <br /> <br />1. Analyze, select, and deterndne operating parameters <br />for salt tolerant plant species. This task would <br />require 49 man-days over a 14-week period at an es- <br />timated cost of $30,900. <br /> <br />2. verify plant growth and productivity at a quarter- <br />acre test plot near Glenwood Springs. An estimated <br />120 man-days would be required for this task at a <br />total cost of $84,520. <br /> <br />3. Estimate costs of STEP pond operations at the demon- <br />stration facility. Time required for this task <br />would be 15 man-days over a 5-week period. The cost <br />is estimated at $9,000. <br /> <br />5 <br />
