Lacking a positive response to this request, Recla- <br />mation would likely not proceed with further verification activities. <br />The growth, productivity, and maximum salt tolerance of emergent <br />plants in western Colorado are unknown and could significantly affect the <br /> <br />cost effectiveness of the proposal. The marketability and beneficial use <br />of the plants, the harvestability and nutrient value of the plant prod- <br />ucts, and other potential uses for salt tolerant plants besides forage <br />are likewise unknown and could also affect the viability of the proposal. <br />Studies are needed in each of these areas to provide considerable assur- <br />ance that the proposed development would be viable. <br /> <br />Potential hazardous and toxic materials, including bioaccumulation, <br /> <br />and the handling and disposal of saline discharges would need to be eval- <br />uated. If these areas of concern could not be resolved, a viable project <br /> <br />is not likely to be developed. <br /> <br />Studies to resolve these issues would be costly and would compete <br />for funding with other salinity control projects such as the Lower Gunni- <br />son Basin Unit-North Fork Area and the Uinta Basin unit, both of which <br /> <br />have been investigated extensively and are based on proven methods of <br />sal t removal. <br /> <br />Cost of the Proposed Development pIan <br />A four-phase development plan for implementing the STEP process was <br /> <br />presented to Reclamation by Western Resources Transport, Inc. (Westrans), <br /> <br />IBR, and DEC, at a meeting held on January 24, 1986, in Denver, Colorado. <br /> <br />3 <br />
