In
the letter, the Forum requested that Reclamation prepare an assessment of

the proposed technology for the Salt Tolerant Emergent plant (STEP) pro-

cess to beneficially use and dispose of saline water for a Forum Work

Group meeting to be held in Salt Lake City, utah, on April 3 & 4, 1986.

The Forum's letter requested further that Reclamation give the Work Group
preliminary recommendations as to the need for further investigation of
the STEP process.
This report briefly discusses the STEP process and the proposal for
development. Also included are discussions of unresolved issues which
could be considered obstacles to development of a viable pIan, costs of
the proposed development pIan, Reclamation's conclusions about studies
made to date, and recommendations for future efforts.

Description of the proposal
A December 1985 report prepared by International Bio-Resources, Inc.
(IBR), and Denver Engineering Corporation(DEC)ll presents a preliminary
assessment of the STEP process. The purpose of the assessment was to re-
view the process for economic and technical flaws that could prevent its
successful development.
The STEP process is a pollution control technology designed to col-

lect, make beneficial use of, and dispose of saline flows in the Glenwood

Springs, Colorado, area through the managed production of salt tolerant

11 preliminar~ Assessment of the Salt Tolerant Emergent plant (STEP)
Process for e Beneficial Use and Disposal of Saline water, Final
Report to the Colorado River Water Quality Office, Bureau of Reclamation,
u.S.
