Use of water by the Ute Tribes would follow additional appropriate
NEP A compliance. Reclamation would participate and/or assist in the subsequent NEP A
compliance as appropriate.

When fully operational and under full Project average annual demand, 80, I 00 acre-feet of
diversion, either from Durango Pumping Plant or by direct diversion from the Animas or San Juan
Rivers, would take place. Return flows from the M&! use would occur in the Animas, San Juan,
and La Plata Rivers resulting in an average annual depletion of 57,1 00 acre-feet to the San Juan
River, meeting the conditions of the 1996 RP A.

As shown on table 3, mean and maximum monthly flows of the Animas River would be reduced
moderately from historical conditions. However, the minimum historical recorded flows would be
increased slightly because of return flows from Durango, Durango Rural, and Districts' use of the
M&! water. Additionally, the Animas River would be supplemented below its confluence with
Basin Creek during periods of low flow by releases from Ridges Basin Reservoir as a result of
M&! needs in New Mexico.

Phase I, Stage B

Phase I, Stage B - Water Supply

Contingent on the future ESA consultation following the approximately 7 -year research study,
Reclamation would develop an additional water supply for Project uses of up to a total of
169,710 acre-feet (which would correspond to a total depletion of up to 128,600 acre-feet).

27
