Proulem Effects -- Problem Effects are defined to be measurer!1ents of <br />the amount of direct activity that is precluded or severely impaired in <br />the region relative to the assumption supporting either the Central <br />Case. the ~!odified Central Case. or the Regional Preference Future. <br />The effects information will be developed on a geographic basis consister.t <br />with selected Analytical Areas. In the Nationwide Analysis. effects <br />infol'mation will be developed on an ASA wide basis. In the Specific Problem <br />Analysis it is developed I01' analytical areas approximating both Problem <br />Areas and Level B Study Areas. <br /> <br />Figure 5 lists the types of effects information which will be developed <br />in the Specific Problem Analysis. <br /> <br />- <br />8. Central Case -- This is defined to be the National level trend growth <br />path as reflected in the GBERS Series ,"E" Report (published in <br />_ September 1974). h is based on the assumptions of projected levels <br />of population, economic activity. water supply. 2nd water and related <br />land requirements as set forth in the Plan of Study (August 1974). <br /> <br />9. <br /> <br />Modifi-ed Central Case -- This is defined to be the N ationallevel growth <br />path defined bY' the NPA Committee to represent the most probable <br />course of the Nation's future between 1975 and 2000. The scenario will <br />be defined after the results of the Nationwide Analysis have been analyzed <br />(May-June 1975). It will be a combination of future conditions drawn <br />from the Central Case and variations among the levels of selected functional <br />uses. <br /> <br />10. Regional Preference Future -- A profile or description, in both narrative <br />and quantitative terms, reflecting the 1985 and 2000 objectives and desires <br />(a practical future condition all things considered) for the region as <br />defined by the Regional Sponsor. <br /> <br />11. Near Future -- The Near Future relates to the identification of severe <br />water and water--related problems which exist or are expected to be.come <br />severe and require resolution prior to 1985. <br /> <br />12. Long Term -- Long Term relates to the identificatian of severe water and <br />'.,-ater-related problems which are expected to occu,' and require resolution <br />between 1985 and 2000. <br /> <br />13.
