Needs for planning - Recommend geographical areas where more detailed planning studies should be conducted, both between 1975 and 1985 and between 1985 and lOOO-those areas with concentrations of severe problems which are interdis ciplinary in nature and so complex that more detailed planning activities are needed in order to adequately delineate the alternatives and eventually resolve the problem. . Needs for research and data collection - Identify those research and data-collection program modifications that are necessary to provide the information to support both future planning activities and an improved continuing assessment process. . Needs for changes in current institutional or legal arrange- ments, water policies, and water-related programs - Rec- ommend for consideration changes both between 1975 and 1985 and between 1985 and lOOO, with regard to current institutional or legal arrangements, Federal water policies, and Federal water-related programs to provide the Nation with an improved basis for resolving problems within the selected high-priority problem areas. . Degree of the Federal role - Indicate potential changes in the Federal role in helping to resolve each of the high- priority problems, including needs for implementation, planning, research, and data-collection activities. ,;, Recall that throughout the Specific Problem Analysis, the term "State/ regional" refers to activities conduded by the Regional Sponsor. At the discretion of each State, its opinion, when different from that of the Regional Sponsor, may be noted separately in the State/regional report.
