Needs for planning - Recommend geographical areas where <br />more detailed planning studies should be conducted, both <br />between 1975 and 1985 and between 1985 and lOOO-those <br />areas with concentrations of severe problems which are <br />interdis ciplinary in nature and so complex that more <br />detailed planning activities are needed in order to <br />adequately delineate the alternatives and eventually <br />resolve the problem. <br /> <br />. Needs for research and data collection - Identify those <br />research and data-collection program modifications that <br />are necessary to provide the information to support both <br />future planning activities and an improved continuing <br />assessment process. <br /> <br />. <br /> <br />Needs for changes in current institutional or legal arrange- <br />ments, water policies, and water-related programs - Rec- <br />ommend for consideration changes both between 1975 and <br />1985 and between 1985 and lOOO, with regard to current <br />institutional or legal arrangements, Federal water policies, <br />and Federal water-related programs to provide the Nation <br />with an improved basis for resolving problems within the <br />selected high-priority problem areas. <br /> <br />. Degree of the Federal role - Indicate potential changes in <br />the Federal role in helping to resolve each of the high- <br />priority problems, including needs for implementation, <br />planning, research, and data-collection activities. <br /> <br />,;, Recall that throughout the Specific Problem Analysis, the term "State/ <br />regional" refers to activities conduded by the Regional Sponsor.
