18

e

The ~,t~cond objecti</e of Activity TV/o is to develop a final list 'Jf Proul0i:"b,
Problen,Areas, anJAnalyticalAreas for use in Activity Three. r:is is
accomplished by regrouping and screening the Problems identified during
Acth'ity One of the Specific Problem Analysis (including the results of t,,"
regionwide review) and Phase III of the Nationwide Analysis. In condt:c~i"..~
this work. the results of accomplishing the first objective must be used in
order to insure that the final list of Problems are entirely consistent wit"
objectives, desires, and assumptions of the derived Regional Preference
Future.

As shown in Figure 2 and as described below, the Council suggests t"at
four sub-activities (5, 6. 7, and 8) be conducted by the Regiunal Spcmsoi' to
accomplish the first objective. Likewise, the Council suggests that two
sub-activities (9 andlC)be conducted to accomplish the second objective.

Sub-activity Five - During this sub-activity. the Council suggests that the
final results of the Nationwide Analysis be reviewed and evaluated by the same
set of participants (Group A) which identified and developed the initial problem
list in Activity One (Sub-activity Two).

The primary purpose of this review is to develop an initial Regional Pre-
ference Future by determining and documenting from the State/ regional
viewpoint the extent of agreement or disagreement with the information
contained in'(l) the Modified Central Case set of projections; (2) the
assumptions upon which the projections are based; (3) the adequacy
analysis; and (4) the effects information.

e

In conducting this review the Council suggests that heavy emphasis be
placed upon the assum.ptions portion of the Modified Central Case
information, because it is upon these assum.ptions that all of the Modified
Central Case projections, adequacy analysis and effects information are
based.

To assist the Regional Sponsor perform this analysis, the Council will
provide the Modified Central Case information in a format wherebv
the regional participants (Group A) can easily document cliffere"~e's of
opinion on the four items listed above (projections, assumptions, adequacies,
and effects).

Two examples of the format in which the information will be prodded are
shown in Figure 4:.

e
