C'J co ~ C'< C 1 costs; provided, hOITevor, th~t any such costs not readily 2 ascertainable at the date such statement is submitted may be 3 included therein on the basis of reasonable estinates, subject 4 to adjustnent to actual cost as soon as practicable thereafter, 5 or may, tosethor v~th any delayed items of cost, be included 6 in a subsequent statement. Simultaneously with the submission 7 of each such statement to the Director a copy thereof shall be 8 mailed or delivered by the Operating Agent to each allottee 9 and each contractor which shall have filed with the Secretary 10 a request for such copies and shall have furnished to the 11 Operating Agent a copy of such request, at an address specified 12 in such request. Each such allottee a~d each such contractor 13 shall have the ri ght at any time on or before the 25th day of 14 the calendar month next succeeding that in which such statement 15 is submitted to submit objections to any item of such statement, 16 and the right at any time within 30 days after the determination 17 of the Director as to the reasonableness or propriety of such 18 item to appeal to the Secretary from such determination, with 19 opportunity to be heard. Neither the making of such objection 20 nor the taking of such appeal shall delay the credit provided 21 for in Article 22 (f) hereof, but if any such objection shall 22 be sustr.ined by the Director or by the Secretary upon appea.l 23 subsequent adjustment shall be made as provided by said 24 Article 22 (r). Any determination of the Dire ctor or of the 25 Secretary as to the reasonz.bleness or propriety of any item of 26 such statement shall be binding upon tho other Operating Agent ,0
