3 and maintenance of works operated directly by the United states,

4 and for all other proper purposes.

(b) The Secretary, or his duly authorized

6 representatives, shall also have free access at all reasonable

7 tires to tho books, records e,nd accounts of the Operating Agents

8 relating to the operation, maintenance and replacanents of machinery

9 and equipment hereunder or to the generation and delivery of

10 electrical err: rgy hereundor, with the right at any time during

11 offic e hours to make copies of or from the same. Each of the

12 allottees of electrical anergy generated. at tho Boulder Power

13 Plant, through their duly authorized representatives, shall have

14 the like right of access and the right to make copies, limited,

15 however, to rm tters affect:ln[' the allottee exercising such right.
16 Generation.in Accordance with Contracts

21. (a) Each Opera t:L1'lg Agent severally, in accordance

18 with the designations made in Article 15 hereof, shall generate,

19 and shall deliver at transmission voltage, electrical energy in

20 accordance wi th the requirements of contracts heretofore or here-

21 after made by the United States for the delivery of electrical

22 ere rgy from Boulder T'Jarn; provided that the United States shall

23 have provided generating, transforming and other equipment and

24 water adequate therefor.

(b) In the event of dispute as to the electrical

26 energy to which any contractor is anti tled, the Dire ctor shall
