<br />.-I <br />l!')' <br />C'.. <br />e..... <br /> <br />1 equipment, fa cili tie s or other property shall be provided and <br /> <br />c <br /> <br />2 i'u:rnished by an Operating Agent, the ti tie thereto shall remain <br /> <br />3 in such Oper ating Agent and shall not pass to the United States. <br /> <br />4 <br /> <br />( j ) Except in case of emergency, no subs tan tial <br /> <br />5 change in any of said works, including substantial chan ges <br /> <br />6 involved in making replacements, shall be made by either <br /> <br />7 Operating Agent without first having had and obtained the <br /> <br />8 written Ca1sent of the Director, or the Secretary. The question <br />9 as to whether any change is or is not substantial~, shall be <br /> <br />10 determined Qy the Secretary. <br /> <br />11 <br /> <br />(k) (i) If at any tj,me any machinery, equipment or <br /> <br />12 otber property under the control of either Operat:ing Agent shall <br /> <br />13 be, as determined by the Director, in such defective, dangerous <br /> <br />14 or improper condition as imminently and seriously to endanger <br /> <br />15 life or property, and such Operating Agent shall be notified <br />16 thereof Qy the Dire ctor, such Operat:ing Agent shall promptly <br /> <br />17 correct such defective, dangerous or improper condition Qy <br /> <br />18 adequate repairs or replacements, and in case of its neglect so <br /> <br />19 to do, the United States may, at its option, in addition to any <br /> <br />20 other remedy available to it, make such repairs or replacements <br /> <br />21 as it may deem necessary to remove such condition. <br /> <br />22 <br /> <br />(ii) If either Operating Agent shall so <br /> <br />23 improperly operate any machinery, equipment or other property <br /> <br />24 under its control as imminently and seriously to endanger life <br /> <br />25 or property, as determined by the Director, such Operating Agent <br /> <br />19 <br />
