15 (a) The City is hereby designated as the agent

6 of the United States for the operation and maintenance, and

7 the making of replacements, however necessitated, of that por-

8 tion of the Boulder PO'I'rer Plan t which from time to time during

9 the term of such agency may be necessary for the generation of

10 electrical energy to be taken (1) by the City, the States of

11 Arizona and Nevada" the District and the Municipalities, their

12 successors or assigns, (2) by the United States, under any

13 right now existing or hereafter reserved, out of the Cityls

14 allocation, or (3) by any taker (including the United States,

15 but excluding the Companies, their successors or assigns),

16 which under any right now existing or hereafter created may

17 take any portion of the electrical energy now or hereafter

18 allocated to, 1:ut not taken by, the City, the States of

,

19 Arizona or Nevada, the District or the Municipalities, their
