with the installation of meters and other water saving prac-
tices it is estimated that the average per capita use can be re-
duced to 275 GPCD in 1985 and to 252 GPCD by 1990 and thereafter.
By the year 2020 the demand for municipal water is estimated to
total 13,800 acre-feet.
As a result of preliminary negotiations, the Definate Plan Re-
port of the Animas-La Plata Project is predicted on the assumptions
that: (I) the cummulative water rights from the Aminas River for
Durango and the three satellite service entities would be limited
to 16.78 second-feet, (2) by the year 2020 these rights would be
used only for raw water uses and (3) that the 8.92 second-foot
Florida River right would yield an average of 5,600 acre-feet, an-
nually. If the Durango Pump and Force Main is kept servicable, it
would be possible to meet a total demand of 18,530 acre-feet, thus
providing a capability of serving a greater population or a higher
per capita use than those assumed by the Bureau of Reclamation. A

7 of the question and answer section.
With the Animas-La Plata Project, water would be bypassed at
the project diversion to satisfy all downstream Animas River water
rights in both Colorado and New Mexico that would be senior in time
to the 1938 project water right. The project provides for develop-
ment of all Southern Ute Indian resources that are economically
feasible in the foreseeable future.

Cost of Water

Reclamation Law provides that costs allocated for municipal
and industrial purposes shall be repayed within 50 years at the pre-
vailing interest rate at the time project construction is initiated.
It is anticipated that the Durango Service area would subscribe for
4,100 acre-feet of water when service first became available and
that the remaining 4,l00 acre-feet of allocation would be deferred
for 10 years under term of the 1958 Water Supply Act.
The following tabulation summarizes the estimated costs of pro-
ject water based on the current interest rate of 6.595 percent.
