And please remember <br /> <br />when I said the upper Basin states started using their <br /> <br />. <br /> <br />entitlement. <br /> <br />We must conserve our water. We must develop a plan <br /> <br />to impound the maximum amount of water above our dams, while <br /> <br />at the same time reserving enough capacity to accomodate <br /> <br />and accept tile calculated annual runoff from the watersheds. <br /> <br />We should not let our stored water be reduced or <br /> <br />depleted to a point that we cannot endure a two (2) or <br /> <br />three (3) year drought. This is essential to provide <br /> <br />municipal water as well as provide industrial water and <br /> <br />irrigation water for the nation's food and fiber. Cyclic <br /> <br />weather patterns change and I know of no one who can control <br /> <br />- <br /> <br />the Acts of God. Because our reservoirs are near capacity <br /> <br />today is no assurance they will be the same two (2) or <br /> <br />three (3) years from now. <br /> <br />That capacity of our reservoirs reserved for annual <br /> <br />runoff, often referred to as storm water, will at different <br /> <br />times need adjusting, dependent on the calculated inflow. <br /> <br />This may require releases of water down the main channel of <br /> <br />the River at a low volume, but because of Acts of God, <br /> <br />1------.--- <br />
