And realizing also

'I':

utilization of the resources, both for downstream water use,

,I like has been said, that the flood control aspect had some

,:

c.

);1
: i
!~
'R
i ,
-
I i
I'
,,'
Iti ii
\,
i
I'
I!J !:
I'
i:

<~, , i
",:,.) Ii
"
d
"
,:1
"
"
....... ,
~,"; !:

: I' prime considerations. And of course, the very fact that

Yuma has had very peaceful years during the time since the

"
';

dam has been built in the interim, is evidence that the

.

system is working. But also realizing that sooner or later

we get to the place when any flood control project to where

you have to make releases -- in fact, we're going through

that experience on the Gila right now in which we've had a

tremendous inflow of water from the upstream sources and

no one has ever seen anything like this in recent time. And

we're suffering some damage from it.

And the point I would like to emphasize is the fact

over and over again, we have to realize that the only reason

that we're here today is because this facility is upstream

above us and the operation in my estimation should have

prime consideration above almost everything else down here,

because it really is our very life blood. Without it we

just wouldn't have any resource to survive on. Now,

realizing since the dam was built a great many things have

happened as far as the development of the society is

concerned and there has been considerable encroachment on

the banks of the River. And this to me is a little bit

incomprehensible. I have difficulty trying to reconcile this
.

:i

-----._~--------~-------------------.. -

:,IIIII,I"III'li1IftJl"
