over forty (40) years, which is evidenced by the fact that

our common interests in the Lower Colorado River valleys,

our homes, our businesses, and our agricultural economy

have been served, protected and preserved.

It has been a rare occasion since the late 1950's to

.
see much water in the Lower Colorado River in excess of the

quantities needed to satisfy downstream requirements. But

because of favorable runoff conditions, the Bureau of

Reclamation finds it is in the position of having to

schedule discharges from Lake Mead in excess of downstream

requirements to provide a safety margin of storage capacity

at Hoover Dam in anticipation of the higher than normal

runoff. This is a legal requirement.

For these reasons, Imperial Irrigation District

urges all concerned to cooperate with the Bureau of

Reclamation to the fullest extent. There may be

inconveniences, but they are small compared to what could

,

happen if the anticipated upstream runoff is not adequately

provided for. The results could be disastrous.
