But <br /> <br />because of favorable runoff conditions, the Bureau of <br /> <br />Reclamation finds it is in the position of having to <br /> <br />schedule discharges from Lake Mead in excess of downstream <br /> <br />requirements to provide a safety margin of storage capacity <br /> <br />at Hoover Dam in anticipation of the higher than normal <br /> <br />runoff. This is a legal requirement. <br /> <br />For these reasons, Imperial Irrigation District <br /> <br />urges all concerned to cooperate with the Bureau of <br /> <br />Reclamation to the fullest extent. There may be <br /> <br />inconveniences, but they are small compared to what could <br /> <br />, <br /> <br />happen if the anticipated upstream runoff is not adequately <br /> <br />provided for.
