<br />~- <br /> <br />SOCIO-ECOlwmc iHPACT WORK TEAM: GOVERNOR'S ENERGY POLICY COUNCIL <br /> <br />GENERAL <br />PURPOSE <br /> <br />The purpose of the work team is to strengthen the capability of <br />state government to assess on a continuing basis the socia-economic <br />impact of energy development in Colorado, and to develop more effective <br />methods of anticipating and responding to this impact. Clearly, the <br />impact of energy development upon the natural environment, as well as <br />the relationship of energy development to land use, water and growth <br />policy, are related to socia-economic impact. However, these concerns <br />will not be the primary focus of this work team. <br /> <br />SPECIFIC <br />OBJECTIVES <br /> <br />1. Describe state energy resources and their present and projected <br />development. <br /> <br />a. Inventory all state energy resources: coal, oil, natural gas, <br />oil shale, uranium and geotheroal resources. Provide estimates <br />of total originial resources, remaining economically recoverable <br />reserves, and past and present production levels. <br /> <br />b. Inventory existing energy development projects: electric <br />power generation, coal mines, oil and gas fields, oil shale <br />deposits, uranium mining. List projects by planning and <br />management regions. <br /> <br />c. Inventory projected energy development projects: year-by-year <br />projections of output, labor force requirements, water con- <br />sumption requirements. <br /> <br />2. Describe the general socio-economic impact of energy development. <br /> <br />a. Describe the projected population growth of the state and <br />counties using several appropriate scenarios. <br /> <br />b. Describe the "impact signature" of several typical energy <br />development projects: i.e., describe the labor force require- <br />ments as a function of time and intended output, with appropri- <br />ate multipliers to calculate the total additional population <br />generated. Describe the economic effects (additional dollar <br />flow). Describe water consumption requirements. <br /> <br />c. <br /> <br />Describe the cost of additional economic and human services <br />needed, per additional 1000 persons. <br /> <br />3. Describe the local socio-economic impact of energy development. <br /> <br />a. Identify impacted communities and counties and analyze current <br />level of urban services provided. <br /> <br />b. Survey municipal and county capability for dealing with impact: <br />e.g., bonding capability, current mill levy, local leadership <br />and expertise, etc. <br /> <br />2309 <br />
