The propesition is to transfer, exchange power for water rights, <br />and then store. Don1t you think that's the feasible thing to do? <br /> <br />MR. TAYLOR: That's the only thing they can do n is <br />exchange because all the water has been appropriated and is being used <br />for power, and in that way, they will save a lot. <br /> <br />MR.
