<br />CHAIRMAN, How about your right to the storage water? <br /> <br />MR, HOWARD, That occurs in Article a of the Compact, <br />and in order to avoid any misquotati.on, I'lll:ead it: (Reads).' <br /> <br />Article 3 is the one that makes the basic apportionment: <br /> <br />(Reads). <br /> <br />I was unwilling to let the statement go unchanged, that <br />consumptive use on the Virgin River is not to be taken into consideration <br />in determining the consumptive use of water under Article 3 (a) of the <br />Compact. <br /> <br />CHAIRMAN: The consumptive use in any State is fixed ~'i <br />the State law; for example, the consumptive use in Utah is almost <br />double what is allowed in Wyoming. <br /> <br />MR. HOWARD1 <br />ju,t a matter of fact. <br /> <br />Consumptive use under the Compact is <br /> <br />MR. SNOW: Utah doesn't ask any specific amount now. <br />It's what you can use under this appropriation. <br /> <br />MR. CHAIRMAN: <br /> <br />Provided it can be beneficially used. <br /> <br />MR. SNOW: I am, sure that whatever water is 'Pplied <br />for beneficial use, either in the Upper or Lower Basin, will be deducted, <br />allocated to that particular basin, of course. <br /> <br />MR. HOWARDg I think it's true that in all of the water <br />budgets made up from the standpoint of the Lower Basin, adeq\,ate <br />allowance has been made for the use of water in Southern Utah and New <br />Mexico. There has never been any attempt to cut into that supply. <br /> <br />CHAIRMAN; The Paria River is allowed to the Upper Basin. <br />The Kanab and the Virgin have never been discussed. <br /> <br />. MR. HOWARD: All tributaries of the Colorac:b River in <br />the United States are covered by the Compact. <br /> <br />MR. SNOW; Mr. President, of course the Reclanation <br />Service is making a study of matters on the Virgin River and Santa Clara, <br />and we don't believe for a minute they would be doing that if they didn't <br />expect they would some day receive their just allotments. We don't want <br />any more than that, but just what is right in just proportion. <br /> <br />MR. MATTHEW: We might ask Mr.Moore if he's <br />prepared today to say whether there are reports out on these individual <br />projects as yet that are recommended by the State of Utah for initial <br />construction. <br /> <br />-Z9- <br /> <br />.::" ~-,,' <br />
