<br />., <br /> <br />potentialities, as known at. the present time, and it <br />contains much valuable engineering data and factual information. <br />Itmust be recognized tllat as a complete list of all construction <br />potentialities or possibilities of using Colorado River water, the <br />Report is far from complete. <br /> <br />Upon the making of the Report as modified in accordance <br />with the objections, views and recommendations noted above, <br />Colorado believes that the Bureau of Reclamation will have <br />satisfied the requirements of Section 1 5 of the Boulder Canyon <br />Project Act. There will remain, however, fOl' the future, the <br />task of investigating and reporting on individual projects for <br />construction. " <br /> <br />MR. MATTHEW; That's all quoted from the Colorado <br />comments. Here's some additional information just briefed from the <br />report: <br /> <br />'. <br /> <br />Colorado states that the estimate in the report of total <br />water supply available for use in the United States is inaccurate <br />and misleading because it does not take full account of the reduc- <br />tions in natural losses that will accompany progressive develop- <br />ment in the United States. The report presents no inf.,Ilmation <br />concerning the sources by states of the flow of the river at Lee <br />Ferry. It does not contain the necessary information regarding <br />holdover storage capacity that will be needed at Lee Ferry to <br />insure compliance with the Compact. <br /> <br />The concept ,that the economic feasibility of a group of <br />projects included in the next stage of development is comprehended <br />by' a showing of feasibility for the overall ultimate development, <br />is subject to challenge. Estimates of benefits are questioned since <br />they are based on estimated gross values of crop and power production. <br /> <br />Then thfre follows, in this summary that we prepared, a <br />list of 12 projects? which it is stated ~ "Colorado submits for early <br />completion of investigation and authorization." <br /> <br />Any discussion in regard to these comments <br /> <br />by the State of Colorado? <br /> <br />CHAIRMAN~ I would like to say that it sounds to me <br />like some lawyer prepared that, and he cited all the possible elements <br />in the case so that if he proved some of them, he would win his case 0 <br />He evidently objected to everything in the report.
