CHAIRMAN: <br /> <br />This is a report of the State or a summary? <br /> <br />MR, MATTHEW: Colorado gives a very short summary <br />of it's report so I'll re,~d from that. <br /> <br />"Colorado, objects to the report in its present form and to <br />the conclusions and recommendations therein contained and recommends <br />that it not be transmitted to the Congress unless and ,mtil the requisite <br />corrections, modifications and additions are made in accordance with <br />these views and recommendations. As a summary of the detailed views <br />and recommendations hereinafter contained, Colorado submits'; <br /> <br />I. The Report improperly treats the Upper Basin differently <br />from the Lower Basin in the following particulars: <br /> <br />(a) It includes areas located outside the natural <br />basin of the river but within the states of the Lower <br />Basin which are now or shall hereafter be beneficially <br />served by water diverted from the Colorado River System <br />and at the same time elf.dudes similar areas in states of <br />the Upper Basin; <br /> <br />(b) It ignores the allocations of water In'lde by Ule <br />r:olorado River Compact, the provisions of the Boulder <br />Canyon Project Act and the California Self..Limitation Act, <br />and contemplates increased uses of water by existing projects, <br />and additional uses of water by projects yet to be Cal.struc:ted, <br />contrary to the provisions of the Compact and the above men- <br />tioned statutes: <br /> <br />(c) In estimating available water supplies and depletions <br />it utilizes methods in the Lower Basin which differ from those <br />applied to the Upper Basin. <br /> <br />Z. By failing to interpret and construe the contracts <br />between the Secretary of the Interior and the States and water users of the <br />Lower Basin for the dUvery of water from Lake Mead, the Report engenders <br />further interstate controversy in that; <br /> <br />-23- <br /> <br />.1 <br />
