MR. WAND;

r think My. Gil'lillg could take care of our part.

MR. MATTHEW:; Therells noboy here f:rom New Me",ico,
or from Arizona. Fl'om CALIFORNIA, I might start the ball rolling on
that. We have several het'e who can do it.

.~

..

CHAIRMAN; r think you would be interested in the series
of ma~~s put out with the report show'ng the improvements anQ the power
systems, a,nd the resot, rces and development.

We have before us the reports of all the States. You
understand that it's no small matter. It's quite extensive, and to give
you time to go over the report of your State, we are going to take a
recess from now (1 1 ~45) until two o"clock, except to come back for
hmcheoo at twelve, and while we"re out they'll prepare the luncheon.

MR. MATTHEW,; Each one of you now should have a copy
of each State's comments (the ,;. States), and also a brief summary of
the comments. If you haven't all of those. why I'll see that you have.
The last one I handed out to you was the summary.

CHAIRMAN~ Then it would be your suggestion that you go
over your own State's comments pretty carefully and read the summary
of all, and you will have a comprehensive view of it, and then when we
gather again, we will have a discussion. Is there anything to come before
us now befol'e we recess?

(MEE TING AJOURNS AT, 11 :45)

(MEETING RECONVENES AT ze,ool

CHAIRMAN: The meeting will come to order.

The meeting is now in the hands of Mr. Matthew for
discussion of the State reports.

MR. MATTHEW: Mr. Chairman and Gentlemen, before
proceeding with the discussion of the comments of the individual States,
it might be well, for the btmefit of all bf us, to just briefly review what
wa,s contained in the compl'ehel;1Sive report of the Bureau of Reclamation
on the Color<!ldo River. YO'll will recall that a preliminary draft of the
report came out Brst, I believe, in October 1944, followed by a second
draft. in November, 1945. This Cinal draft is dated March, 1946, and
diUe",!!' from the previous drafts considerably. I might say, in passing,
because of the fact the draft of November, 1945, is referred to in some
of the comments by certain States, that in the November, 1945 draft.
there was a recommendation for an initial authorization of some, 30
projects. That part of that draft report was omitted from the final

-13-

, c ,., c"'~,
