MATTHEW; Mr. Chairman and Gentlemen. at the <br />last two meetings of the Association. you will recall that we discussed <br />preliminar'lly the comprehensive report of the Bureau of Reclamation <br />on the Colorado River. At the last meeting, there was a motion adopted <br />l'eferring to the Engineering and Legal Committees" review of this I'eport, <br />with the idea that recommendations might be brought back to the Associat- <br />ion for action. There were some members appointed to the Engineering <br />and Legal Committees at that time but some of the States were no rep- <br />resented among the delegates, and nominations for membership on the <br />Committee were held up pending hearing from those States. At the <br />suggestion of the Chairman, who had appointed me to act as ChaIrman <br />of the Committee. I endeavored -to explore the possibility of getting the <br />Committee together to ca;~ry on that work. It developed that it seemed <br />impracticable for either Arizona or New Me Kico, and I believe Colorado, <br />to appoint members on the Committee, and due to the fact that each one <br />of the States seemed to be quIt.e busy. it developed that it wasn't <br />practicable to bring t.he Committee together. <br /> <br />Since the last meeting. all of the Seven Basin States, have <br />submitted official comments to the Secretary of the Interior on the <br />compl-"ehensive report. I have with me mimeographed copies of the com- <br />ments of the vadous States, which can be handed out. I'd like to suggest <br />that delegates from each of the States present perhaps appoint one or <br />more from their State to discus s their own State U s comments. If you <br />are not familiar with the comments that have been presented officially <br />by your States. you will have copies of these comments available to you, <br />and between now and the afternoon, perhaps you can review them and <br />be prepared to discuss them. May I have suggestions from each of you <br />then as to who might represent each State in discussing the individual <br />comments of their own States, <br /> <br />CHAIRMAN: I'll suggest for Wyoming, Mr. Melvin Rollins. <br /> <br />MR.
