<br />Coachella Canal Lining <br /> <br />Until the desalting complex becomes <br />operational, the United States will not <br />receive treaty credit for the Wellton- <br />Mohawk drainage water which is now being <br />diverted around Morelos Dam into the Gulf. <br />Water stored in upstream reservoirs of the <br />Colorado River is now being used and will <br />continue to be used during the <br />construction period to help meet treaty <br />requirements. A portion of this loss will be <br />recovered by replacing the first 49 miles of <br />the Coachella Canal with a concrete-lined <br />canal. An annual savings of almost 132,000 <br />acre-feet of water, currently being lost <br />through seepage, will result from the lining <br />project. California will eventually benefit <br />from the salvaged Coachella water, atter <br />the desalting complex is in operation. <br /> <br />Ground Water Pumping <br /> <br />The third phase of Title I iegislation <br />establishes a protective and regulatory <br />ground-water pumping program for a strip <br />of land along the border in the Vicinity of <br />San Luis. Each country wIll limit pumping <br />to no more than 160,000 acre-feet annually <br />from a designated area extending 5 miles <br />from each side of the Arizona-Sonora <br />boundary. The United States will be able to <br />supply from its share of the ground water <br />most of the 140,000 acre-feet historically <br />delivered as treaty water to Mexico across <br />the Arizona-Sonora border. Much of this <br />United States water is now being lost to <br />Mexico in underground flow.
