Stated otherwise, <br /> <br />if Lamar and the surrounding area were brought into the District and the <br /> <br />assessment against the area was one mill on completion of the project, <br /> <br />there would be collected approximately $20,000 a year by the District. <br /> <br />OPERATING PRINCIPLES <br /> <br />Under the Operating Principles of the Fryingpan Project, municipal <br /> <br />use is a preferred use and accordingly Lamar could make application for <br /> <br />Project water and enjoy such allocations as the Board shall approve. The <br /> <br />water allotted to Lamar would come from the Colorado River and would be <br /> <br />delivered by means of the pipeline. We are advised that the increase in <br /> <br />cost of the Valley pipeline to serve Lamar is estimated at approximately <br /> <br />18%. <br /> <br />DISTRIBUTION OF PROJECT WATER <br /> <br />Any water allocated to Lamar would be taken away from the farmers <br /> <br />or industry now in the District and this would come from the farmers and <br /> <br />industry that have supported the project from its inception. The population <br /> <br />growth curve indicates that Lamar will require a Fryingpan supply of <br /> <br />approximately 3,000 acre feet in the year 2020. The Fryingpan Project <br /> <br />without increasing the area of the District will only supply approximately <br /> <br />-4- <br />
