Had Lamar elected to become a part of the District, <br /> <br />such election would not have had any effect on increasing the sources of <br /> <br />water supply of the Fryingpan Project. <br /> <br />FINANCING <br /> <br />By rejecting its opportunity, Lamar has avoided a levy of 4/1 Oths of <br /> <br />one mill on its assessed valuation which is currently approximately <br /> <br />$9,000,000. Had Lamar paid taxes the same as every other city in the <br /> <br />District and had the District saved the monies so collected and invested <br /> <br />them at an average yield of 4. 50/. which is approximately our average <br /> <br />interest return over the yea:t's, the District would today be $35,000 better <br /> <br />. off, or stated conversely, Lamar should pay to the District $35,000 if <br /> <br />the District is not to subsidize Lamar. <br /> <br />DffiECTORS <br /> <br />The state law permits a maximum of 15 directors for a water con- <br /> <br />servancy district and the Southeastern Colorado Water Conservancy <br /> <br />District is in turn divided into eight subdistricts, to which subdistricts <br /> <br />the directors are allotted. If Lamar or the area abutting Lamar comes <br /> <br />into the District, presumably it would be attached to the closest area and <br /> <br />the same director would represent that area. Other alternatives are that <br /> <br />the Colorado state statutes be amended or the entire board of directors <br /> <br />-3- <br />
