SUMMARY <br /> <br />I <br />, <br /> <br />A total of six water distribution alternatives were evalu- <br />ated with respect to criteria primarily governing the siting <br />of the emergency storage reservoir. Constructibility, ease <br />of availability of dam construction material, construction <br />costs of the reservoirs, power requirements, and environ- <br />mental siting factors were all considered in the evaluation. <br /> <br />Of the emergency reservoir sites evaluated, three were <br /> <br />located on the NOSR-1 property (Roan Plateau), two were <br /> <br />located on NOSR-3 on ~he Roan Cliffs, and one was located <br /> <br />entirely off the Naval Oil Shale Reserve on 32-Mile Gulch <br /> <br /> <br />and on .n unnamed drainage south of Government Creek. <br /> <br />It is the latter site (known as Alternative No.6) which, <br />through analysis of the factors cited above, clearly proved <br />to be the best alternative, as follows: <br /> <br />o Envi~onmentally - Through Kaiser Engineers' en- <br /> <br />vironmental ranking system, this site scored the <br /> <br />highest. This site does not seriously impact <br /> <br />aquatic, terrestrial, archaeological, aesthetic <br /> <br />resources, or land use. <br /> <br />o Constructibility - The dam requires the least <br />amount of fill, i.e., 3,400,000 yd' and is near <br />State Highway 13. The other dams require up to <br />22,200,000 yd'. <br /> <br />o Availability of Dam Construction Material - Ample <br />dam construction material is easily accessible <br />northeast of the dam site. <br /> <br />11-1 <br />
